Federal employees wouldn't actually be excluded, but their salaries would be reduced by the amount of the basic income. Same for Social Security recipients. There are many different plans floated around for children, some don't want to incentivize parenthood while others don't want to punish children for their parents' decisions. Excluding half children would mean paying half the basic income to all children, not picking which children would receive it.
